Question
We import steel into the EU. What are our obligations under CBAM and when do they apply?
Under CBAM Regulation Article 5, you are required to register as a declarant in the CBAM registry before importing covered goods. Steel and iron products fall within Annex I scope.
Article 6 requires you to submit an annual CBAM declaration by 31 May each year, reporting the quantity of goods imported and their embedded emissions during the preceding calendar year.
Article 35 sets out the transitional period reporting obligations that applied from October 2023. The full CBAM mechanism — including the purchase of CBAM certificates — applies from 2026.
